Question Marks Instead of Russian Characters Shown in Dispatch Board for Driver ID and Name (Doc ID 971792.1)

On OTM Version, 6.0.2, Find that the dispatch board shows Russian Characters as question marks instead of displaying them. This happens when logging in as DBA.ADMIN with the language set to English. Also, the English characters on other rows show normally

Expect that russian Characters are shown

The issue can be reproduced at will with the following steps:
1. Create records for the Dispatch Board with russian Characters
2. Log on as DBA.ADMIN and go to the Dispatch Board
3. See that the records with the Russian Characters are shown as ?????? ( question marks)
