Symptoms

When running the Confirm Receipt Workflow and Fully Receiving is chosen via the E-Mail notification, the receipts are not processed.

Replication Steps
(This issue occurs more commonly in non-English languages)
1. Create requisitions in iProcurement and approve.
2. Confirm Receipts Workflow runs and sends emails for receiving.
3. Respond to to Confirm Receipt Notification with "fully received" selected.
4. Receipts are not created.
