Symptoms

After upgrading to R12.1.1 or 12.1.2, or 12.1.3 from R12.x.x, not able to create Order Line.

Error Message:  You are not allowed to create Order Line
OR
Error Message: You are not allowed to update Order Line

Changes

Upgrade from R12 to R12.1.1 or R12.0.6 to R12.1.3 (could be any scenario for R12)
