XML Publisher Reports Fail with: oracle.apps.fnd.cp.util.RemoteFileException (Doc ID 973608.1)

Symptoms

XML Publisher reports end in warning/error and the output is shown in HTML tags.

The error shown in the FNDOPP log file is:

[UNEXPECTED]
oracle.apps.fnd.cp.util.RemoteFileException: An Error occurred during file transmission in the FND File Server: The Applications File Server could not open the file xxxxx for read.
