Symptoms
Find when attempting to attach existing grades to a grade ladder via the Total Compensation Setup Wizard, the grades do not exist.
-- Expected Behavior
Expect to find existing setup grades within the wizard when setting up a ladder.
-- Steps
The issue can be reproduced at will with the following steps.
1. HRMS Manager / Total Compensation / Total Compensation Setup Wizard / GSP / Select / Create Grade Ladder
2. Enter ladder information / next enter salary information / add grades
