Debrief Error: Extra Labor Line Added When Updating Counter Reading (Doc ID 974368.1)

On a 12.0.6 instance it was found that when performing a Debrief using the Field Service Technician Portal (FSTP), if a counters reading is entered, an extra line is added to 'Labor' section of the debrief.  The line appears to be taken from the Expense or Material lines section. When deleting the line in the 'Labor' section - it also deletes the line in Expense or Material section.

The expected behavior is to be able to enter the counters details without the generation of the 'extraneous' line.

Steps To Reproduce:
The issue can be reproduced at will with the following steps:

1. Create SR, create Task, assign task to Technician.
2. Technician logs to technicians Portal and debrief his activities:
   Add Labor lines
   Add Expense Lines
   Add Counter reading
3. Click on Apply
   Extra line is created in Labor lines.
