Symptoms

Go to Tax Manager > Tax Configuration > Tax Rules

Select the Expert Rule Entry in Determine Tax Applicability rule type

Entering the Create Tax Rule: General Information
Rule Code: Give Rule Code 
Name: Give Name Tax Rule
Effective From: DD-MON-YYYY

Give Determining Factor Set Code.

Click on Next button

Give Condition Set Code.

Result: Not Applicable

Click on Next button

The Error messages are displayed:
Row 1 Error1. You cannot create a rule based on transaction type for a tax owned by the Global Configuration Owner.
Row 1 Error2. You cannot create a rule for this transaction type as it belongs to a different configuration owner than the tax.
