Symptoms
On 5.5.04.05, When bulk planning an order release on a multi-leg trip, the order release fails to plan even though the service time set for the lanes of the legs and the order release time windows match
EXPECTED BEHAVIOR
Expect that the order plans successfully as the time windows match

The issue can be reproduced at will with the following steps:
1. Set up a multi-leg itinerary and set up transit time for each leg of the move
2. Set up an order with time windows that exactly match the service time set
3. Bulk plan the order and see that the order fails to plan
