Dispatch Center Error: 'CSF_CT_INVALID_UOM' And Profile JTF_TIME_UOM_CLASS Missing From The System Profiles Screen (Doc ID 976045.1)

Symptoms

When using the 12.1.1 version of the applications, and attempting to open the Dispatch Center screen  the error message

CSF_CT_INVALID_UOM

is displayed.   It is not possible to correctly define the Unit of Measure (UOM) profiles for JTF_TIME_UOM_CLASS.

STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Connect as the System Administrator
2. Navigate to the System Profiles screen
3. Search for CSF%Unit% and return no values

As a result (of the CSF% profiles not being available) it may not be possible to access the Dispatch Centre.
