Custom Account Derivation Rule (ADR) Cannot Be Assigned In Journal Line Definition Due To Error (Doc ID 976702.1)

Symptoms

User has defined a custom Account Derivation Rule in Cost Management.  Then defines a new Journal Lines Definition, and tries to pick the derivation rule name, but the LOV is empty for the 'PO charge account',  can't proceed with the custom SLA rule definition.

FRM-41830: List of values contains no entries
