Incorrect RIQ Cost Detail When Using Custom Exchange Rate

On OTM Version, 6.0, Find that when a domain level Exchange rate is used in a rate Offering or rate record, then the Cost Value of the Base Cost is converted using that exchange rate, while the Accessorial cost is converted using the DEFAULT exchange rate
Expect that the Accessorial Cost is also converted using the Domain Level Exchange rate as the Base cost is

The issue can be reproduced at will with the following steps:
1. Create an Exchange Rate in the local domain
2. Add a Currency Exchange Rate (e.g. USA/EUR/1.5)
3. Create a Rate Offering and Assign the Configured Exchange Rate
4. Create a Rate Record for Offering created above
5. Assign one or more accessorial costs to Rate Offering and/or Record
6. Run RIQ 'Find Rates' and Click on the Cost hyperlink
7. See that the accessorial cost is converted using the Default exchange rate rather than the domain lavel exchange rate that is attached to the rate offering
