Symptoms

Find ATO Lines are not progressing past Booked automatically.
Order does progress manually when doing Actions > Progress Order > Create Configuration Eligible
This manual step will not work for the current business because 100+ orders are created daily.

EXPECTED BEHAVIOR
-----------------------
Expect orders to progress when booked with manual process.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Navigate: Orders Workbench, Order Organizer > Enter ATO order and book
3. Notice lines do not progress until Actions > Progress Order
