Cancel Order Quantity does not Reduce Allocated Quantity of Move Order

Symptoms
On 11.5.10.2, when attempting to update allocation quantity, the following error occurs:

Unable to successfully complete the chosen Action for the Missing Quantity
STEPS
---------
The issue can be reproduced at will with the following steps:
1. Create order with quantity 10:
2. Pick release with Auto Allocate = Yes
3. Check the line status from Shipping Transaction Form is Transact Move Order
4. Find the Reservation, quantity is 10
5. Cancel Quantity from 10 to 4
6. Find the reservation has been changed to 4
7. but the allocated quantity in Move Order still in 10
8. Try to update the quantity from 10 to 4, save, system popup error message:
"Unable to successfully complete the chosen Action for the Missing Quantity"
2. Pick release with Auto Allocate = Yes
3. Check the line status from Shipping Transaction Form is Transact Move Order

5. Cancel Quantity from 10 to 4
6. Find the reservation has been changed to 4
7. but the allocated quantity in Move Order still in 10
8. Try to update the quantity from 10 to 4, save, system popup error message:
