Insert/Update/Delete with External Predicate not Working as Expected on Custom VPD (Doc ID 977942.1)

Symptoms

When using a custom VPD assigned to an user that uses the external predicate option, when entering a table and selecting Insert/Update/Delete as the permissions, the user can still insert, update or delete that particular object. However, when entering 3 separate rules against a table, (one for insert, one for update and one for delete) the rules work as expected.

The issue can be reproduced at will with the following steps:
1. Log into OTM
2. Create a custom VPD which has the external predicate box selected and the insert/update/delete permissions against a particular table.
3. Assign the VPD to a user role and that user role to a user
4. Log in as the user
5. Attempt to add, update or delete the object
6. Note no error is received.
