Duplicate iStore Orders are Created with Same PO and Reference Number. Order can be Re-Submitted with Browser Back Button

-- Problem

During the iStore checkout and place order process , if a user selects the Back button in the browser prior to receiving the Order Confirmation page then they are returned to the check shipping information page with the same PO number showing and can resubmit the same order

-- Steps To Reproduce:

1.Add items to the shopping cart  and choose the Checkout button
2 Enter the PO Number and select  Next button
3. Choose Place Order button
4. Select the Back from the browser BEFORE the Order Confirmation page
5. Select Next button of Billing information page
6 Click 'Place Order' again.
This results in several orders with different order numbers BUT identical reference number and PO numbers

-- Business Impact:

Due to this issue, users are able to resubmit the same order creating duplicate un-required orders
