When running the RIQ during the conopt logic of Bulk Plan, OTM is using the effective weight of the equipment group rather than the order for the calcualtion.
In a scenario where a rate is using Unit Breaks with a max weight of 1500 KG, a rate should be found since the order is less than the max rate weight, but since Equipment capacity using 10,000 kg, it fails to find a valid cost. The capacity of the Equipment should not be used.
Expect OTM to use the effective weight of the Order Release
The issue can be reproduced at will with the following steps:
1. Create an order that has 2 ship units for a total weight of 1150 KG
2. Create a Rate using Unit Breaks with a max weight of 1500 KG.
3. Setup equipment groups:
LTL_EQUIPMENT - weight: 10000 KG,
FLATBED - weight: 24000 KG2.
3. Bulk plan the order
4. Note the Orders will not plan.
5. Read the generated log, and the calculations for the rate are that of the Equipment and not the Orders.
