Symptoms
Bulk plans attempted are stuck in submitted status, with no planning evident
EXPECTED BEHAVIOR

Expect bulk planning to go through and process normally
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. select number of order releases and run the Action - Create Buy Shipment - Bulk Plan
2. No orders planned at all but there is a bulk plan id given which indicates it has been submitted
