-- Problem Statement:
On 12.1.1 in Production:
Find unable get the LOV for 'Layout Template' to display a custom 'Sales Order Template' in the Transaction Type' form.
Expect the custom template to be in the LOV when trying to assign it to the Transaction Type.
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Responsibility: XML & Order Management Super User
2. Navigate: Use XML to create the custom template
3. Use Order Management > Transaction Types > Define > Create the Transaction Type,
4. Click on the LOV to add the Custom template it is not listed.

The issue has the following business impact:
Due to this issue, users cannot add the custom template to the Transaction Type.
