Manually Rating A Quote Does Not Display The Cost In The Rate Currency.

Find that manually rating (adding a cost) for a quote does not display the cost in the rate's currency.
The issue can be reproduced at will with the following steps:
1- Configure the user preference, rate and quote manager layout with the following settings.
- User has a user preference of EUR currency and Display Rate/Accessorials as Entered = Y
- Rate record created in USD. (for example)
- Copy the Quote screen set and add a custom manager layout where (display as entered) checked.
2- Open the new created Quote screen and query for a quote.
3- Edit the quote and go to the quote request tab > click on 'cost options' button > click on 'manually add cost option' button > under buy shipping detail click on the pencil on the right of the record (0 cost) > populate the created rate record (which has USD currency) > click on the 'rate' button to the right > the cost will be displayed in EUR and not USD as expected.
