WHY DOES ORDER 'ITEM IDENTIFIER TYPE' FIELD AUTO CHANGING AFTER UPDATING SHIP TO

Why does one receive the following error message when user enters and savs an order
line using the 'Item Identifier Type' of 'Customer Item Number'.
Please choose an existing combination.
Enter value in segment Root Cause Late before entering value in Supplemental Cause segment.
Based on the error message above... this really doesn't seem to make sense.
The error should regarding the fact that the 'Order Item' and 'Item Identifier Type' no longer match.
Need to stop the system from automatically changing the 'Item Identifier Type' when the Ship To is updated.
