Item created In Item Open Interface Not Transferring to iProcurement (Doc ID 985766.1)

Symptoms

Items created via Item Open Interface for the master and
multiple child organizations, the rows are written to the mtl_system_items_b
table. However, no rows are written to icx_cat_items_ctx_hdrs_tlp and the
item cannot be viewed in iProcurement.

Steps to reproduce:

1. Created an item or multiple items through open interface
2. Search the items in procurement
