'ORDER TYPE' LOV IS NOT RESTRICTED TO QUOTE TRANSACTION TYPES

On : 11.5.10.2 version, Quoting & Negotiation
Find that when opening the Quote form (or Quick Quote form), the Transaction Phase defaults as 'Negotiation'. But when you display the LOV for 'Order Type', all Order Types appear, not just the Quote Order Type.
According to the Order Management Users Guide:
"The Transaction types displayed in the transaction LOV will be restricted based on the transaction phase".
In my case all the order types are displayed.
Expect that when the Transaction Phase = Negotiation, the LOV for Order Type would only display order types setup for Quotes with Default Transaction Phase = Negotiation.
