Symptoms

Find that when performing a debrief for an installed base (IB) item, the ownership of the item instance is not changing.


The issue can be reproduced at will with the following steps:
1. Perform a Debrief of a task using an item which is IB and Fixed Asset controlled
2. View the IB Item Instance details and note that ownership of the item has not changed
