Rejected users were removed from FND_USER - How to track/audit these users? (Doc ID 987078.1)

Goal

In 11i, After the <Patch 7113394> 11510: IBE:UM POST REJECTION APIS AND SUBSCRIPTIONS, when user was rejected in CRM Admin page, corresponding user record was removed from FND_USER form completely.

Business requires an audit trail for their REJECTED users.
Business need this to review who completed the rejection and if any occurrences where a user is erroneously rejected they can look into the issue.

Instead of deleting, can these rejected users be end-dated?
Any suggestions on how to maintain audit trail?
