Symptoms
On : 11.5.10 version, Transaction Control
When attempting to update the Order Management Processing Constraints (using 'Project' as an example) to select a Responsibility, the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Navigate: Setup > Rules > Security > Processing Constraints
Application: Order Management
Entity: Order line
3. Scroll through the attributes and select :
Operation: Update
Attribute: Project
User Action: Not Allowed
4. Click on 'Applicable To' tab
cursor is on All Responsibilities and field is not enabled , no update allowed
