Symptoms

 On : DB 12.0.1/12.0.2/12.0.3 version, Production Support-SET

When attempting to login into FCDB Online Banking the user is getting message "The system has encountered an error while processing the request"
with the following error in Application Logs.

ERROR

ORA-12516: TNS:listener could not find available handler with matching 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login  into the FCDB Online Banking and user should get the above mentioned error on screen

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot login into FCDB Online Banking Application.

 

Changes

 No environment, product, account and hardware changes trigger this problem
