Condition Details Shows Inaccurate Queue And User Start Date

Information in this document applies to any platform.
In the Condition Details screen, the current Condition/Queue section is showing the same Queue Start Date for all accounts and User Start Date for all accounts.
* DEV (188.8.131.52.10 patchset) : all accounts show a Queue and User Start Date of 9/12/2017 and the accounts have been in the queue for weeks or months.
* TEST (184.108.40.206.9 patchset) : checked to see if it was an environment issue in DEV. however all accounts in TEST show all accounts show a Queue and User Start Date of 09/13/2017, today's date.
