Symptoms
User not able to log in to OBDX application if username contains '&' character.
Simulation Steps:

The issue can be reproduced at will with the following steps:
1. Log in with admin user.
2. Go to User management and create one user with user name that contains '&' character. i.e Username: ENG PARTNERSHIP REA&SER ORG
3. Try to log in with the newly created user and observe that log in is not successful.
