While doing transaction " Cheque Book Request " , City and Branch List not Appearing Completely

When customer is trying to do " Request Cheque Book " transaction the city and branch list is not showing the complete list in the dropdown
The issue can be reproduced at will with the following steps:
1. Login to FCDB Application (Users)
2. Go to Customer Services --> Cheques --> Cheque Book Request.
The issue has the following business impact:
Due to this issue, customer could not request check book for some cities and branches.
No changes to Environment, Product, Account and Hardware triggers this Problem.
