ECM: Case Actions Are Not Getting Populated in KDD_CASE_ACTION (Doc ID 2445967.1)

Symptoms

Client is facing an issue that there are not entries in KDD_CASE_ACTIONS for these cases.Thus cases are not visible in UI.

When client manually added an entry into KDD_CASE_ACTIONS for one of the cases client were able to display the case.
