Unable to Upload Amount blocks on TD Accounts (Doc ID 2448435.1)

Bank is trying block amount upload for retail TD.
They had populated catm_upload_amount_blocks with function ID as STDAMBLK to upload the blocks but nothing is getting uploaded.
