HBL044 Hierarchy re-save was failing with Unique constraint Error and below Rules using this hierarchy is also getting failed:

USA - US III - Collateral Eligibility Based on Issuer - STD
USA - US III - Collateral Eligibility - Collateral Haircut Approach
USA - US III - Collateral Eligibility Based on Sovereign Default- Collateral Haircut Approach
USA - US III - Mitigant RW Assignment based on Issuer type
