Connection Leakage issue in File Envelop Screen

In OBPM 14.1 PS7/8, We have noticed a connection leakage issue in File Envelop screen

HP_GSCF only 38 transactions are getting processed in one file in Flexpay and remaining transactions are moving to pending status.

Eg: If we place GSCF Payment file with 50 transactions one file only 38 transactions are getting processed and remaining 12 transactions are moving to pending status in PMSBLKSP screen,
