Inconsistent Behavior Of OTP Screen On Forgot Password Screen (Doc ID 2472199.1)

Symptoms

On Forgot password screen, if the user enters correct details, system allows to proceed to the next stage for changing the password. However, if the user enters wrong details, system asks for OTP. 
 
 Simulation steps:
 1. Click on forgot password .
 2. Enter the wrong DOB, OPT screen is displayed.
 3. Click on forgot password.
 4. Enter correct password, redirects to change password screen.

Expected Behavior :

Either system should ask OTP in both cases or it should not ask in any case.
