In multi-entity set-up, If the OBDX_BU entity is down, other entity users get an error message."The system cannot process the request, Please try again later"

The issue can be reproduced at will with the following steps:
1. Need OBDX_BU EHMS schema down.
2. Try to log in into OBDX,
3. On log in page, users will get and system error.
