Cheque Book Request From OBDx Fails With Error "This facility is not available for the selected account" (Doc ID 2473783.1)

Retail users are not able to request for New Cheque book from OBDx Application.¬†Application shows error as “This facility is not available for the selected account”.

Steps to reproduce the Defect:
1. Login to the application
2. Click on Cheque Book Request under Quick Access for Retail user
