Bulk file doesn't progress post approval
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in as corporate user maker
2. Upload an SDMC internal file
3. Log in as corporate user checker
4. Approve the file
5. Log in as corporate user maker
6. The file is in approved state
7. Issue - doesn't move to next stage
