ELCM Webservice Response

Information in this document applies to any platform.
Not getting the response while trying to access any ELCM web services ( Say ELPoolService ) for the given request in the browser/Soap UI pro tool.
There is no error in the debug and the "Record Successfully Saved and Authorized" in the response xml, but there is no record inserted in GETM_POOL, GETM_POOL_COLL_LINKAGES.
