Symptoms
When attempting to initiate repeat transfer,
the following error occurs.
ERROR

Date must be on or no later than 17 Feb 2019
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Current date 16 Feb
2. log in as retail user
3. Go to repeat transfer
4. select start transferring date 17 Feb 2019
5. Error - Date must be on or no later than 17 Feb 2019
