When file downloaded in csv format, There is no data in the file.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log-in as corporate maker
2. Go to file upload-> Uploaded files Inquiry
3. Click on file reference id
4. Download file in csv format
