Symptoms

ACTUAL BEHAVIOR
---------------
While creating user, country is not there on initiate screen but comes up in verify screen.

EXPECTED BEHAVIOR
-----------------------
Country should be displayed in initiate screen as well.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log-in as admin
2. Go to toggle menu -> User management
3. Create -> select Retail user as user type
4. Enter party id -> search -> create
5. country field value is not displayed
6. click on save
7. On verify screen the country is displayed
