ACTUAL BEHAVIOR

PAYMENT SUCCESSFUL WHEN DEBIT ACCOUNT HAS INSUFFICIENT BALANCE

EXPECTED BEHAVIOR
-----------------------
Payment transaction should stop and throw an error of not enough fund.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log-in as retail/corporate user
2. Perform internal payment with amount > debit account balance (or a 0 balance debit account)
3. Verify
4. Confirm
5. Payment submitted successfully
