User unable to UNLOCK the SAVED 'Cancellation request' in the screen PXDTRNCL

To cancel Outbound book transfer transaction, In the screen PXSOVIEW screen User selects 'Cancel Request' for a particular selected transaction , system launches the screen PXDTRNCL- screen
1. User2 click on the SAVE button in the screen PXDTRNCL,
2.Transaction gets SAVED successfully. with 'Authorization status ' as 'U'
3. In same screen before Exiting User clicks on 'Unlock' button.
4. Cancellation request Transaction does NOT gets unlocked.
5. System throw an error - 'Record is already locked by User2'

Expected should be- System should allow the User-2 to Unlock the record and modify the changes and again click on SAVE button.
