Checkers Can Not View/Authorize Financial Transactions

Symptoms
Maker and checker functionality not working for financial transaction.
Following set up is done :
1. Create a rule and workflow management for self transfer for all account of party with USD currency and set it sequential approval.
2. Same value maintained for party preference for sequential approval.
3. Maker initiated the transaction and received mail by all (maker and the sequential checkers )
However checkers are not able to view/authorize the self transfer(financial) transaction.
currently Maker and checker functionality working for (non financial) transaction perfectly.
