While Editing Transaction Blackout, Application Throws Error "End Date should be greater than start date" Though Data Entered Is Correct (Doc ID 2540187.1)

Transaction black out create works properly, however on edit it it give issue for end time.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.go to admin dashboard
2. edit transaction blackout
3. set Time slot as below
start on Day:14 Apr time:23
end on Day:15 Apr time:9
