Symptoms

When attempting to perform Forgot Password transaction,
the following error occurs.

ERROR

System cannot process the request, please try again later.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. User is locked
2. Go to forgot password
3. Enter username and date of birth
