Issue: Unable to add a new category and subcategory for a transactions

Reproduce steps:
1> Login with the retail user.
2> Go to trends --> My spends --> view all transaction.
3> Click on action button --> Go to re categorize the transaction.
4> go to add new categories and subcategories.
5> Click on submit will receive an error.
