Advice Format Maintenance From MSDADVFT Screen Does Not Update Record Status and Auth Status (Doc ID 2544017.1)

Symptoms

After creation/modify on advice ,System is not updating record_stat, auth_stat in mstm_msg_format table 

Simulation Steps:

1) create a new advice (MSDADVFT) 
2) attach message type in Message Format section 
3) save record 
4) check mstm_msg_format is populated record_stat, auth_stat fields
