Collection Account does not close during EOC (Doc ID 2558933.1)

On : 11.4 version, Production Support-SET

ACTUAL BEHAVIOR
---------------
Collection contract does not get closed during EOC

EXPECTED BEHAVIOR
-----------------------
Collection account should get closed once the collection is done

STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Loan1 entered collection queue, and over period of time and event, Collection Event sequence number changed to 10 and collection got closed. Collection Ref No. --> COL1 and Loan ref no. --> LON1
2. Same loan again entered in collection queue and this time the Collection Event sequence number was less than 10 (say 3). Customer made the payment thereafter
3. Run EOC and check if the collection is closed.

BUSINESS IMPACT
-----------------------
Due to this issue, collection is not closed and remains active.
