Newly Created Branch Not Appearing Transaction Input And Fails With "SM-00018 - Your time level does not permit you to launch this function" (Doc ID 2559068.1)

Symptoms

The newly created branch is not available and the status of the branch is null.

ERROR
-----------------------
Error code : SM-00018 - Your time level does not permit you to launch this function .


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. The time level and the status of the branch is null.
2. Whenever the time level is null, then system will not allow to use any function ID
3. So, the user were unable to visit any screens for the said branch.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot
1) Make any maintenance as this is a new branch.
2) Do any transaction with the branch.
